Justification
Governor's Recommendations 2023-24
The Governor's Budget Recommendation for Fiscal Year 2023-24 includes a recurring reduction of $139,651 in Certification Program Trust Fund budget authority in the Aerial Photography and Mapping appropriation category. Section 195.022, F.S., requires the Department, upon request of any property appraiser or at least once every three years, to prescribe and furnish aerial photographs to the property appraisers as necessary to ensure that all real property within the state is properly listed on property tax roll. For counties with a population greater than 25,000, the Department charges the property appraiser a fee equal to the cost incurred, deposits the fees into the Certification Training Trust Fund, and pays for such expenses out of the trust fund. This issue was included in the Department's VIIIB-2 reduction exercise as well as the Department's Legislative Budget Request and will have a minimal impact on the agency's operations.
